There are damages to a rental property that total more than the security deposit, ($4461) and there is more than one person on the lease are all parties who signed the lease responsible for paying the above amount? If so, as the person who footed the bill how do I go about starting the process for getting their portion when they are refusing to sit down and discuss payment options?

Typically it would be the person responsible for the damages, however when you are dealing with a civil suit, all parties to the lease are liable for the damages unless the Judge finds otherwise. If you paid the bill prior to a civil judgment, then you would have to sue the remaining members of the lease for restitution for the damages you came out of pocket for if they were indeed liable as well.
